Abstract

IGR Policy for Housing and Urban Development (HUD) Program in Colorado.

The intergovernmental relations (IGR) policy under discussion in this paper is the Housing and Urban Development (HUD) program in Colorado.

Governmental Actors Involved

This is a program under the control of two governments: the federal government and local government and seeks to ensure that citizens in Colorado have easy access to housing services (State of Colorado, 2022). This is a program that also applies to felons, since felons who need help to pay for housing in Colorado may qualify for application and consideration for proper housing.

The two governments at play in this program work in collaboration to ensure that people in Colorado obtain affordable housing and that they avoid foreclosure of houses due to defaulted payments. In this program, the federal government is represented by the U.S. Division of Housing, and it is the federal government that is responsible for all funding (FGFF, 2022). 

Sources for Supporting Analysis

There are a number of sources that will be used to support the project analysis. The primary sources include publications from the United States Department of Housing and Urban Development, and the Colorado Department of Local Affairs. Information from these governmental agencies will be important to understand the scope of housing and how the program is being implemented by the federal and local governments. Other sources to be used include Housing Colorado, the Colorado Health Institute, the CAPER Report by Davis (2020), and Denver voice. There are also several scholarly sources that will be used for analysis. These include a research note on Colorado Housing by Haertel et al. (1987), an article by Rumley &Nobe (2012), McNeil (2009), Galster et al. (1999), INUBCS Zone (1983), and a report on housing felons by Cain (2003).

Expert Individuals to be Interviewed

The framework supported by these sources is the public purpose of adequate housing. Three expert individuals who will be interviewed to gain insights into the project include Chris Furlong, a specialist at the Colorado Division of Housing, Alison George, who is a housing expert in Colorado, and Casey Cooper or Sean Taylor, housing specialist in Colorado. Data acquired from these individuals will be of significant help for analysis in the project.
